It should come as no surprise that the supposed debate opened by Hurricanes Katrina and Rita around issues of poverty and racism in America has created little concrete change. According to the Census Bureau, the poverty rate has climbed for the fourth straight year with 37 million folks living at or below the federal poverty level.
